About the Role
The Program Risk and Analytics Lead is a key Second Line (oversight and assurance) role within GIICA’s Risk and Assurance function, responsible for providing independent insight, analysis, and challenge to support effective risk management across the organisation.
The role enables a consistent, integrated, and data-driven approach to risk management by ensuring the quality, integrity, and usability of risk information captured across Project, Program, Portfolio, and Enterprise levels.
The position plays a critical role in supporting the Risk Management Framework, risk escalation process, and governance arrangements, including the Risk & Change Control Group (RCCG), Executive Leadership Team (ELT), and Audit, Finance and Risk Committee (AFRC).
Through analytics and insight, the role identifies emerging risks, systemic issues, and trends, and supports informed decision-making by providing timely, evidence-based reporting and advice to senior stakeholders.
The role supports the GM Risk and Assurance in delivering assurance activities and continuous improvement by strengthening the quality of risk data, enhancing risk maturity, and ensuring alignment with GIICA’s Risk Appetite, governance requirements, and best practice frameworks.
This is a 6-year maximum-term role.

About your Responsibilities
• Risk Analytics and Insight: Provide proactive, data-driven insights by analysing risk information across the GIICA risk register to identify trends, systemic issues, emerging risks, and anomalies that support informed and timely decision-making.
• Framework Oversight and Continuous Improvement: Support the consistent application, maturity, and continuous improvement of the GIICA Risk Management Framework by monitoring compliance, refining methodologies, and strengthening alignment with organisational governance requirements.
• Risk Register Integrity (Second Line Oversight): Provide independent oversight and challenge to ensure the quality, consistency, and integrity of risk data, including risk articulation, ratings, controls, and Risk Treatment Plans, across all projects, programs, and portfolios.
• Support to Risk Treatment and Escalation: Strengthen risk management outcomes by reviewing and challenging Risk Treatment Plans, monitoring treatment effectiveness, and supporting the timely escalation of risks through risk escalation process and associated governance forums.
• Governance and Reporting: Deliver high-quality, evidence-based risk reporting and insights to RCCG, ELT, AFRC, and Board forums to support effective oversight, decision-making, and visibility of the organisation’s risk profile.
• Assurance and Compliance: Support assurance activities and oversight by monitoring compliance with risk management requirements, contributing to the Risk-Based Assurance Plan, and identifying areas requiring review, improvement, or additional assurance focus.
• Stakeholder Engagement and Capability Building: Enhance risk management capability across GIICA by providing expert advice, facilitating risk workshops, and supporting project teams and stakeholders to effectively apply risk management practices.
• Whole-of-Enterprise Integration: Promote a coordinated, enterprise-wide approach to risk management by integrating risk information, practices, and reporting across GIICA and relevant external stakeholders within the broader Games delivery environment.
About You
• Tertiary qualifications in risk management, business, engineering, analytics, project management, or a related discipline, or equivalent demonstrated experience in complex program or multi agency environments.
• Extensive experience analysing risk within corporate, program and project risk frameworks, including the ability to identify patterns, trends, anomalies, and emerging risk indicators.
• Demonstrated capability in developing high level risk reports and insights for executive governance bodies such as Steering Committees, Executive Leadership Teams and Boards.
• Strong understanding of enterprise risk management principles, assurance frameworks, and the application of organisational Risk Appetite to complex projects and programs.
• Proven experience applying risk management processes within integrated or multi agency environments, ideally involving government, delivery partners, or major event coordination bodies.
• High level analytical skills, including proficiency with risk systems, data analysis tools, and the ability to translate complex information into clear, actionable insights.
• Well-developed communication and stakeholder engagement skills, with the ability to work effectively across agencies, facilitate coordination, and provide authoritative advice to senior stakeholders.
